Low battery Alert...

Hi,
A friend of mine has R4513_G_08.B7.E0R....... how can I switch Low battery alert off for good for him? I tryed 2 RSA Patch it... but that doesnt work as I am unable to edit system sounds....

004a_0001, Offest 98, put value 06 for silent, 99 for loud.
