Web Session file

My v3re is not able to access the web, or send texts. Saying "Network not available".

I figure something fubared in one of my flashes. I've tried installing a stock mp, but still no go.

I downloaded the WebSession file from the download section.

How do I install this on the phone?

Go here http://motorolasetup.tarsin.com/countryselect.htm and have the settings send to you via sms, then install as explained on that Motorola site.
