is it possible to mod my metro pcs L7c on windows vista because ive been hearing that you cant do much things if you have it.

You have to see what programs will work in Vista

Your best bet would be to try P2k commander 4.9.D Its supposed to be Vista Capable.
Also try MSU

Its difficult because RSD Lite does not work in Vista. I didn't have any luck with P2Kcommander 4.9.D or 4.9.E, maybe it will work for you.
